This ride is called: スカイサイクル (Sky Cycle).
It's located at the Washuzan Highland Park (http://www.rcdb.com/ig1433.htm?picture=1), in the Okayama prefecture, Japan. The bridge is the Shimotsui-Seto Bridge.
